This handbook accompanies the CETEx policy report Taking the lead on climate action and sustainable development: recommendations for strategic national transition planning at the centre of a whole-of-system climate response, which calls on governments to take the lead in accelerating climate action and sustainable development. In that report the authors argue that meeting the goals of the Paris Agreement will require strategic planning and coordination across the economy, with governments playing a decisive role. 

This Handbook provides guidance, reference material and practical, in-depth examples across five action areas of recommendations set out in the policy report. The two reports are designed to be read together.
