The Urban Projects Finance Initiative (UPFI) supports sustainable and integrated urban development projects selected in the countries of the southern and eastern Mediterranean, by providing the necessary technical assistance for their preparation and the financial solutions enabling a significant leverage effect for international funding provided by European donors.
Support for the urban development projects provided by the UPFI unfolds in three stages:
- Identification of sustainable and integrated urban development projects according to agreed criteria
- Preparation of the projects identified, through technical assistance missions allowing the conduct of feasibility studies and capacity building for project promoters, UPFI beneficiary countries and local authorities
- Financing and monitoring of projects by international financial institutions, mainly the EIB, AFD, EBRD and KfW, while other financial institutions (such as the World Bank) can join in the co-funding of certain investments
