From Baku to Belém: Mobilizing Collective Action for A Pivotal Year in the Global Climate Agenda
This COP29 marked a stark realization about the pivotal point the world has reached in global climate action. Nationally Determined Contributions (NDCs), submitted between Baku and Belém, will show how far countries will progress in the short window available to achieve the goals of the Paris Agreement.
As a coalition of 114 developing countries, 19 developed countries and 103 institutions, the NDC Partnership is clear-eyed about the work it takes to translate global goals into national targets and measurable outcomes. Partnership members fully recognize that financial, technical and capacity constraints impede the development and delivery of ambitious 2035 targets.
The Partnership also knows what it takes to drive successful action in countries. Experience shows that when countries demonstrate strong political will, place climate squarely at the center of their development agendas and design open and transparent processes, they are better positioned to prioritize climate and deliver real results. In turn, the institutions that support developing countries instill confidence that the resources needed for success are readily available by providing reliable, flexible and timely support.
In 2025, the Partnership will continue to collectively support countries in preparing bold, actionable NDCs 3.0 that raise ambition to the highest possible level and set a clear path for rapid implementation and financing. At the same time, the Partnership will address the needs of countries striving to accelerate the implementation of ongoing NDC-aligned climate actions.
Through over 180 meetings with members and more than 60 events in Baku, NDC Partnership members reaffirmed their commitment to climate action. Now, with strong engagement from Denmark and Rwanda as Co-Chairs, and Brazil as the incoming Co-Chair and COP30 President, the NDC Partnership is set to bridge Baku and Belém with a platform and mandate to drive collective action towards global climate goals in the lead-up to COP30.
