Government of Ethiopia Launches Clean Cooking Roadmap to Advance Health and Climate Goals
Addis Ababa, Ethiopia, 24 June 2025 – The Government of Ethiopia launched the National Clean Cooking Roadmap today at a high-level event attended by over 75 government representatives and partners, including the United Nations Development Programme (UNDP), World Bank, United Nations Children's Fund (UNICEF), International Organization for Migration (IOM), African Development Bank (ADB) and various international non-governmental organizations and private sector organizations.
A member of the NDC Partnership since 2017, Ethiopia, through the Ministry of Water and Energy (MoWE), finalized the country’s National Clean Cooking Roadmap with support from the United Nations Development Programme (UNDP) mobilized through the NDC Partnership.
Dr Sultan Walli, State Minister for MoWE: “Clean cooking is not just an energy issue — it is a development priority. It cuts across health, gender equality, education, climate action, forestry and livelihoods. The Clean Cooking National Roadmap we are launching today is the product of rigorous modeling, wide consultations and collaborative leadership. It provides us with a clear vision: ‘To ensure universal access to clean, modern and affordable cooking energy by 2035.’ Today marks not just the release of a document. It marks the beginning of a transformational journey — toward a healthier, greener, more inclusive and energy-secure Ethiopia.”
Nearly 90% of the Ethiopian population lacked access to clean cooking solutions in 2024, relying instead on traditional biomass fuels that release short-lived climate pollutants and other greenhouse gases, accelerate deforestation, impact public health and disproportionately limit the economic opportunities of women and children.
The National Clean Cooking Roadmap launched today aims to mobilize more than USD 3 billion to increase Ethiopia’s clean cooking access to over 76% of the population by 2035, supporting efforts to reduce emissions and protect critical resources and biodiversity, while improving public health and promoting social equity.
Using a comprehensive, multi-tiered framework, the “Clean Cooking Energy Subsector Investment Plan” combines best practices and local insights to overcome key barriers to expanding clean cooking access, prioritize advanced clean cooking technologies and establish phased strategies for improving clean cooking access to an estimated 91 million people by 2035.
