The purpose of this memo is to assist the National Inventory Coordinator (NIC) in providing guidance to a country’s inventory compilers - those responsible for preparing emissions/removals estimates and associated text for the sectors included in the National Inventory. This template can be used as a guide to outline the goals, expectations, and roles and responsibilities of team members during the inventory development cycle, based on existing institutional arrangements and national circumstances. It should include the team's expected work plan, schedule, documentation procedures, data management, QA/QC requirements, and uncertainty estimation procedures.
