UK Prime Minister Calls for Global Climate Cooperation, Announcing £25M Contribution to the NDC Partnership
At COP29, the UK called for global cooperation on climate action, announcing a contribution of £25 million to the NDC Partnership. The UK is a former Co-Chair and current Steering Committee member of the NDC Partnership.
Baku, Azerbaijan, 13 Nov. 2024 — UK Prime Minister Keir Starmer has called for global cooperation on climate action. This call to action was met by a £25 million commitment to the NDC Partnership that will support developing countries in preparing and implementing their Nationally Determined Contributions (NDCs) — climate pledges under the Paris Agreement.
The 25-million-pound contribution includes £20 million to the World Bank and United Nations Development Programme (UNDP), as members of the NDC Partnership, to support countries to raise ambition and £5 million for NDC implementation, technical advisory support and coordination across government ministries. Both the World Bank and UNDP are supporting countries in preparing their 2025 NDCs, known as “NDCs 3.0,” through the NDC Partnership.
The announcement comes as the UK submits its new NDC, aiming to keep the 1.5-degree C Paris Agreement temperature goal within reach. With five years to cut emissions by 43% against 2019 levels, the world needs bold, actionable NDCs 3.0 that raise ambition to the highest possible level and set a clear path for rapid implementation and financing. The next round of NDCs is critical to driving global progress to mitigate greenhouse gas emissions and build resilience to climate impacts.
“Our goal of 1.5 degrees is aligned with our goals for growth. But a global problem also requires global partnership, responsible international cooperation,” said Prime Minister Starmer at a COP29 press conference. “And through the NDC Partnership, we're supporting developing countries to develop their own commitments.”
Currently 60 countries have requested support from NDC Partnership members to develop their NDCs 3.0.

“The UK plays a pivotal role in advancing global climate action,” said Pablo Vieira, Global Director of the NDC Partnership. “As a member of the NDC Partnership Steering Committee and former Co-Chair, the UK is strengthening our coalition’s ability to respond directly to the needs and priorities of developing countries. Its contributions will support our effort to ensure NDCs drive large-scale, society-wide change and economic growth.”

About the NDC Partnership
The NDC Partnership is a global coalition, bringing together more than 200 members, including more than 130 countries, developed and developing, and more than 100 institutions to deliver on ambitious, transformational climate action that helps achieve the Paris Agreement and drive sustainable development.
The NDC Partnership is supporting countries on NDC 3.0 preparation through the Global Call for NDCs 3.0 & LT-LEDS. Through the Global Call, developing countries can request expertise and dedicated resources to develop their NDCs 3.0, develop or refine Low-Term Low Emissions Development Strategies (LT-LEDS), align these two instruments and jumpstart the transformational change needed to reach net-zero emissions by 2050.
