David Chama Kaluba
Zambia In-Country Facilitator
David Chama Kaluba is the NDC Partnership In-Country Facilitator for Zambia and is embedded within the Ministry of Lands and Natural Resources. He is an Economist by profession with many years of experience in climate change negotiations and implementation. He graduated from the University of Kentucky with a Bachelors Degree in Economics and a Master of Arts degree in Diplomacy and International Commerce in the United States of America. David has over 10 years experience working with Government and international finance institutions. He has led and managed implementation of climate change initiatives including climate policy formulation in Zambia and abroad. Until recently, he served as member of the Adaptation Fund Board (AFB) and the Green Climate Fund (GCF) respectively. Prior to that, he served as Co-Chair of various the Sub-Committees under the Climate Investment Funds (CIF). He has also been an active negotiator on various climate finance matters under the United Nations Framework Convention on Climate Change (UNFCCC) working the Least Developed Country and African Groups of negotiators.
