State of Play on NDCs 3.0 — A Mid-Year Update

As climate negotiators convene in Bonn, attention is on “NDCs 3.0,” the next generation of climate pledges — and whether they will align with the 1.5-degree C target. 

As a coalition of more than 240 countries and institutions, the NDC Partnership is supporting 85 developing countries in preparing their NDCs 3.0. This builds on nearly a decade of supporting more than 100 countries to raise ambition, unlock finance and drive faster, more effective implementation. 

More than 20 countries have submitted an NDC 3.0 or provisional statement, and around 160 additional submissions are expected — the majority of which are likely to come in the third quarter of the year. Countries are working to ensure these new pledges achieve the ambition and quality needed to drive real progress on climate and development — and to attract the investment required to deliver them. 

To date, 85 developing countries have received NDC 3.0 support from the NDC Partnership, with over 40 partners stepping in to provide funding and technical assistance, totaling over USD 53 million. Climate Watch assessments show that nearly all countries receiving NDC Partnership support have strengthened at least four of five core elements of their NDC: setting new targets, adopting economy-wide targets, enhancing mitigation, strengthening adaptation and improving transparency. 

Looking ahead toward COP30, the NDC Partnership remains focused on helping countries move from planning to implementation — ensuring that NDCs 3.0 are not just more ambitious, but also actionable and aligned with national development priorities.
