Armenia Launches Roadmap to Deliver on Over 200 Climate Measures
The Republic of Armenia has officially launched its NDC Partner Support Coordination Plan, a comprehensive roadmap to coordinate, track and mobilize resources for over 200 climate measures aligned with its Nationally Determined Contributions (NDCs). Developed with support from the NDC Partnership, the plan will guide coordinated NDC implementation across climate-vulnerable sectors.
The plan prioritizes sectoral transformation in water, agriculture, health, energy, tourism, natural ecosystems and infrastructure, closely aligning with Armenia’s National Adaptation Plan (NAP) and Long-Term Low Emission Development Strategy (LT-LEDS). In partnership with the Central Bank of Armenia, supported by the European Investment Bank’s green bond frameworks, Armenia aims to mobilize climate finance for these priority areas.
The launch event brought together over 60 representatives from the Ministry of Environment, the Ministry of Economy, other line ministries, the United Nations Development Programme (UNDP), the World Bank, the Asian Development Bank (ADB), as well as the private sector and civil society.
“Armenia is fully committed to addressing climate change impacts and reducing greenhouse gas emissions, as outlined in our national climate policies and international agreements,” said Armenia’s Minister of Environment Hakob Simidyan in his opening remarks, reaffirming the country’s climate ambition.
The plan was developed with strategic support from the NDC Partnership, coordinated through the UNDP-deployed In-Country Facilitator, a Partnership role designed to strengthen coordination across ministries and add capacity for tracking, planning and mobilizing NDC support.
“This plan transforms ambitious policies into practical, measurable and actionable goals, made possible through Armenia’s strong, ongoing collaboration with the Partnership,” said NDC Partnership Global Director Pablo Vieira.
UNDP Resident Representative Natia Natsvlishvili also emphasized the critical role of collaboration, recognizing the NDC Partnership’s role in coordinating efforts to achieve Armenia’s climate ambitions. UNDP has supported Armenia’s climate agenda through Climate Promise, the UN system’s largest portfolio of support on climate action.
The NDC Partner Support Coordination Plan also establishes a centralized platform for aligning climate projects with funding from both international and domestic sources. This framework for regular updates ensures that Armenia’s NDC stays aligned with emerging climate priorities, with contributions from government ministries, financial institutions and non-governmental partners.
Discussions at the event highlighted climate finance strategies, risk management in vulnerable sectors and integrating climate action into economic resilience, with contributions from the Central Bank of Armenia and implementing partners. Armenia will now shift focus to implementation, with government ministries, financial institutions and civil society.
Alongside the launch, the NDC Partnership’s Support Unit conducted a scoping mission in Yerevan to identify opportunities to support Armenia’s climate action design and implementation goals. The mission included meetings with key partners, such as the Central Bank of Armenia, UNDP and UNICEF.
Since joining the NDC Partnership in 2018, Armenia has actively engaged with the Partnership to advance its climate goals, with the Ministry of Environment and the Ministry of Economy as focal point agencies and UNDP as a facilitating partner.
