This policy brief aims to build a shared understanding of INDC conversion by taking a deeper look at what elements a “converted” INDC might include and the steps involved in the conversion process, including considerations for the mobilization of finance, with a view to accelerate this work at the country level.
We then consider how countries might wish to identify and present strategic and catalytic uses of international financing, and how the work of converting INDCs can be facilitated through the provision of support, including from the GCF, and through the elaboration of the Paris agreement and related decisions.
