The EU Global Support Facility for Nationally Determined Contributions (NDC Facility) supports partner countries to accelerate the implementation of NDCs and contributes to the transition towards low-carbon, resource-efficient, and resilient economies. The NDC Facility is designed with a rapid, results oriented and demand driven approach, responding to the needs of EU Delegations and their partner countries. Services can be requested by EU delegations via INTPA at the thematic unit F1, in charge of climate change. Service requests are then assigned to the most appropriate expert or group of experts on the EUNDC Facility technical team.
The NDC Facility provides a range of services to help countries address climate change. For example, the NDC Facility:
• Supports the design, upgrade and implementation of NDCs and long- term strategies to reduce greenhouse gas emissions and improve sustainability.
• Assists in the development of climate mitigation and adaptation measures, including disaster risk management and nature-based solutions.
• Offers technical support, advice, training and knowledge sharing on a variety of topics, including climate loss and damage, disaster risk reduction, emergency preparedness, and community and ecosystem resilience.
• Contributes to the design of economic policies towards climate mitigation and adaptation objectives.
• Supports the development of standards andmeasures for sustainable economic development and finance that align with the Paris Agreement.
• Provides guidance and technical support related to carbon markets and non-market mechanisms, as well as carbon pricing.
• Assists in the development and implementation of systems for measuring, reporting and verification (MRV) of greenhouse gas emissions at the sector and national levels.
• Calculates the carbon footprint of projects and products, and assesses project emissions.
• Offers analytical support for natural capital accounting and ecosystem services valuation.
• Identifies the capacity development needs of a country and provides customized training support.
• Promotes knowledge-sharing and learning by helping to share experiences, to learn from each other and to identify and scale out best practices.
