COP30: Somalia Unveils NDC 3.0 Investment Plan to Drive Resilience and Low-Carbon Growth by 2035
At COP 30, the Federal Government of Somalia, through the Ministry of Environment and Climate Change (MoECC), will officially launch its NDC Investment Plan 2025–2035: Investing in Somalia’s Climate Future. This landmark initiative outlines a clear and costed pathway for achieving Somalia’s enhanced climate commitments under NDC 3.0, including a 34% emissions reduction target by 2035, while strengthening resilience in one of the world’s most climate-vulnerable countries.
The Investment Plan mobilizes an estimated USD 11.1 billion in conditional international finance alongside domestic contributions to support adaptation, mitigation, and cross-cutting priorities. Core areas of focus include climate-smart agriculture, resilient infrastructure, sustainable water management, public health resilience, renewable energy, and land restoration. The plan positions Somalia to leverage carbon market opportunities, diaspora climate financing, and blended public–private investments.
Anchored in a whole-of-government and whole-of-society approach, the Plan prioritizes inclusion, conflict-sensitive interventions, and transparency through robust monitoring, reporting, and verification systems.
By presenting this investment-ready roadmap at COP30, Somalia seeks to forge strong global partnerships, secure critical financing, and demonstrate its unwavering commitment to transforming climate vulnerability into a pathway for peace, stability, and sustainable development.
