COP30: NDC 3.0: Advancing Climate Action — A Path Forward for Kyrgyzstan

This side event highlights the development and implementation process of Kyrgyzstan’s Nationally Determined Contribution (NDC 3.0), coordinated by the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic. Built on a whole-of-government approach, NDC 3.0 was shaped through active participation of an inter-agency working group and inclusive consultations at national and regional levels. These consultations engaged a wide range of stakeholders, including civil society, academia, the private sector, women, youth, persons with disabilities, and other vulnerable groups. The process ensured the integration of just transition principles, gender equality, and social inclusion into climate policy and actions.

NDC 3.0 emphasizes Kyrgyzstan’s unique mountain context, prioritizing adaptation measures that address glacier melt, changing water flows, and mountain hazards such as floods and landslides. Key areas include sustainable irrigation, forest and pasture restoration, protection of mountain ecosystems, and resilient infrastructure. This inclusive and context-specific approach reflects Kyrgyzstan’s climate ambition and leadership in promoting a mountain-focused climate agenda.
