This panel discussion will focus on the urgent need for increased investment in enhancing robust human capacity and embedded advisory support in resilience-building efforts at the national and regional level, particularly within Small Island Developing States (SIDS). With the growing frequency and severity of extreme weather events—evinced most recently by Hurricane Beryl's devastating impact on several Caribbean islands —there is an urgent need for flexible, fast-moving financial mechanisms as foundational to building back better. However, securing and utilizing such funds requires more than financial capital; it requires enhanced downstream capacity to navigate the complex requirements to channel climate finance.
