COP28: Moving from Planning to Action: Launch of the GCF-NDC Partnership Joint Climate Investment Planning and Mobilization Work

As countries intensify their efforts to implement their NDCs, securing sufficient funding becomes paramount. The landscape of climate finance is intricate, demanding that decision-makers possess the ability to structure their investments strategically to tap into international public and private resources while redirecting financial streams within their own economies. This task encompasses the identification and prioritization of investments, the assessment of financial gaps, the mitigation of investment barriers, and active engagement with stakeholders throughout the entire process. Additionally, it requires the creation of robust policy and institutional frameworks to facilitate the flow of finance and develop relevant monitoring and reporting tools.
In support of countries on this critical mission, the Green Climate Fund (GCF) and the NDC Partnership are set to launch the Joint Climate Investment Planning and Mobilization Framework to find a common language around investment planning that could serve diverse audiences (e.g., governments, private sector, development partners). This groundbreaking framework serves as a dynamic instrument, empowering developing countries, financial stakeholders, and development partners to structure investments in alignment with climate objectives. It offers concrete mechanisms to mobilize funds from various sources, including the private sector and multilateral climate funds.
The event is expected to be a collaborative platform where countries and financial stakeholders converge to share valuable insights and explore the main opportunities and innovative solutions to unlock the essential climate finance needed to fulfill the Paris Agreement's aspirations. The event will feature high-level representation from the NDC Partnership, GCF, and ADB, as well as country and private sector representatives.
