Overview

Benin submitted an updated NDC in 2021 which reflects an increase in ambition to reduce emissions by 20.15% over the period 2021-2030 as compared to the reference scenario. The updated NDC covers the agriculture, forestry, coastal and water resources, health, and tourism sector and includes adaptation measures focused on the protection of natural and human systems and the vulnerability reduction in NDC sectors. The total estimated costs of NDC implementation (conditional and unconditional combined) are estimated at USD 6 billion for mitigation measures and USD 5.5 billion for adaptation. Benin submitted a Low-Carbon and Climate-Resilient Development Strategy in 2016 supported by AFD and UNDP, and the country will begin development of its Long-Term Low Emissions Development Strategy in 2024.

Partnership Engagement
  • Membership: member since 2018
  • Governance: Benin is a current member of the NDC Partnership Steering Committee having served since 2022. 
  • Country Engagement: Since joining the Partnership, Benin has requested support related to designing or improving policies, strategies, plans, and legislation; mainstreaming NDCs into national/subnational planning and budgeting; improve the quality and ambition of the NDC; improving coordination and whole-of-society approaches; designing or strengthening monitoring, evaluation, reporting, and verification (MRV systems); capacity building and knowledge products; preparation of NDC-related projects and pipelines for investment; mobilization of financial resources for NDC Investment projects; and LT-LEDS development and/or enhancement. With the Partnership support, Benin has developed an NDC Action Plan (Partnership Plan) for the period 2021-2030, covering institutional governance, mitigation and adaptation measures for the agriculture, forestry, waste, energy, transport, infrastructure and urban development, coastal zones, water resources, health, and tourism sectors. In addition, partners have supported various activities, including the preparation of the pre-2020 report on the NDC implementation status, updating of the NDC with an increased ambition, and various capacity buildings for national stakeholders.
