About the Project Preparation Support Database

What is the Project Preparation Support Database? 

The Project Preparation Support Database is a searchable database of international, regional, country, and sub-national Project Preparation Facilities (PPFs) focused on supporting the preparation of climate-aligned projects, as well as incubators and accelerators focused on supporting climate-aligned businesses.

The Project Preparation Support Database helps project developers, proponents, investors, Micro, Small, and Medium Sized Enterprises (MSMES) and startups access climate-aligned project preparation and business development services.

PPFs can provide essential resources to take concepts and ideas outlined in NDCs and other policy documents, to fully-developed bankable projects that are ready for investment and funding. Similarly, climate-focused incubators and accelerators provide resources and guidance for early-stage climate businesses to help them grow into high-impact enterprises that can foster green jobs and growth in emerging markets, as well as contribute to their respective countries NDC implementation.

Although there are climate-aligned project preparation resources available globally, to facilitate NDC implementation and scale climate action there is a need for making these resources more easily accessible to project developers and businesses and facilitate the ‘matchmaking’ process.

What types of entities are included in the Project Preparation Support Database?

The Project Preparation Support Database includes PPFs, incubators, and accelerators hosted predominantly by climate funds, multilateral development banks, bilateral donors, non-governmental organizations, and other international entities, as well as a limited selection of country focused and or led facilities.

Entities included in the Project Preparation Support Database provide at least one of the following functions:

  • Support project developers and proponents operating in developing countries in the development of climate-aligned projects
  • Support developing country climate-aligned startups or MSMEs in the growth of their businesses

Inclusion Criteria

To be included in the Database, an entity must satisfy the below criteria:

  • Climate finance relevance: provide funding, financial, or in-kind support for at least one of the following climate-aligned activities:
    • Developing enabling environments, building/enhancing institutional and stakeholder capacity, and monitoring and reporting (e.g., readiness support), related to project/pipeline development
    • Project/pipeline identification, scoping, preparation, and matchmaking
    • Startup and business development and/or seed funding
  • Accessible by public entities and stakeholders at the national, regional, or sub-national level, non-profit or community level organizations, or private sector entities
  • Provided by a government, multilateral organization, non-governmental organization or private sector entity, including philanthropic organizations, in strict alignment with the inclusion and exclusion criteria
  • Currently active or providing ongoing support for at least one recipient

Exclusion Criteria

The below may be reason for exclusion:

  • Project preparation entities and business incubators/accelerators that have no connection to  climate change mitigation, adaptation, or resilience
  • Project preparation entities and business incubators/accelerators focused solely on developed countries with no clear entry point for developing countries' governments and stakeholders
  • Project preparation entities and business incubators/accelerators where the resources originate or are directly linked to non-climate action-compatible activities/industries (e.g., oil and gas, extractive industries, etc.)
  • Project preparation entities and business incubators/accelerators that are sunsetting and not accepting any new applications

The NDC Partnership acknowledges support from the Cities Climate Finance Leadership Alliance (CCFLA) in the development of this database. CCFLA provided initial data for subnational, climate-aligned PPFs from their Project Preparation Resource Directory. The NDC Partnership and CCFLA continually collaborate to update the NDC Partnership’s Project Preparation Support Database with a current list of subnational PPFs and project support facilities.

The NDC Partnership also acknowledges support from the United Kingdom’s Department for Energy Security & Net Zero, Climate Finance Accelerator (CFA) in the development of this database. CFA provided initial data for climate-aligned incubators and accelerators. The NDC Partnership and CFA continually collaborate to update the NDC Partnership’s Project Preparation Support Database with additional, relevant incubators and accelerators operating within NDC Partnership member countries.
