The Pathways Explorer is an open-source, web-based simulation tool designed to support national and subnational governments in exploring long-term, low-emission development strategies. It enables users—both policymakers and technical experts—to simulate and compare energy and emissions scenarios across all sectors, including transport, buildings, energy supply, industry, agriculture, and land use. By integrating more than 150 sectoral levers, the tool provides a holistic view of system dynamics, trade-offs, and co-benefits such as cost, energy security, and behavioral change. With transparent assumptions and robust analytical foundations capable of filling in data gaps, the Pathways Explorer helps assess current policies, identify ambition gaps, and design credible pathways towards national climate targets.
