SB64: Official Side Event on Advancing NDC and LT-LEDS Implementation — From Preparation to Coordinated Action
Over the past decade, Parties have made significant progress in advancing climate planning under the Paris Agreement, notably through successive Nationally Determined Contribution (NDC) cycles and the development of Long-Term Low Emission Development Strategies (LT-LEDS). Effective NDC and LT-LEDS implementation is increasingly recognized as a driver of economic competitiveness, energy security and sustainable development, not just a climate imperative.
This evolving architecture supports a coherent trajectory from planning to implementation. LT-LEDS, when used as a strategic anchor for national transition planning, help align sectoral pathways and guide investment decisions in ways that make near-term NDC delivery more coherent and credible. Realizing this potential requires a whole-of-government approach — one that builds on the coordination processes established through NDC development, ensures meaningful engagement of Ministries of Finance, and drives coherent sectoral action across government. Mobilizing finance at the scale required demands precisely this kind of coherence across planning horizons — and the experience of countries that have pursued integration points to results that are increasingly tangible: stronger investment cases, more bankable project pipelines and clearer mandates for mobilizing both public and private capital. These are experiences have the potential to be replicated considering different national contexts.
The outcomes of the first Global Stocktake (GST) have reinforced the urgency of moving from planning to accelerated implementation at scale, and the lead-up to GST2 presents a timely opportunity to consolidate what has been learned. The insights generated through country experience are a meaningful contribution to that process, informing a deeper understanding of what long-term strategies can achieve when integrated into national finance and planning frameworks.
This event creates space for government representatives and experts to share concrete experiences, surface cross-country insights and further demonstrate the value of aligning NDC ambition and LT-LEDS long-term vision as a foundation for financing transformation pathways. Participants will explore approaches and coordination mechanisms for implementing NDCs and mobilizing finance, including reflecting on how LT-LEDS shape NDC planning, governance and delivery.
The expected outcomes of the side-event are:
- Highlight what NDCs and LT-LEDS have delivered and how better aligning near-term delivery with long-term vision, across sectors and at both national and subnational level, can attract financing from different sources and drive systemic transformation.
- Showcase country experience on governance and coordination for climate planning and implementation — including whole-of-government approaches, the role of ministries of finance and how coordination processes built through NDC development can be leveraged to fast-track sectoral action.
