The next round of NDCs to be submitted in 2025, NDCs 3.0, will form the basis of countries’ climate commitments looking forward to 2035 and will be highly important documents for this “critical decade” and beyond. This third round of NDCs is expected to build upon previous commitments, demonstrating progression and the highest possible ambition. But crucially, NDCs 3.0 also need to be implementable and financeable if countries expect to achieve the long-term targets of the Paris Agreement. 

Facilitating an enabling environment for finance mobilization and capacity building has therefore become increasingly important in the implementation of climate policies – highlighted through the Enhanced Transparency Framework (ETF). The ability to identify, prepare and implement transformative and large-scale mitigation and adaptation projects and mobilize capital will be central to achieving the Paris Agreement. By facilitating country-level institutional arrangements that bring together government and public/private financing stakeholders, NDC ambitions could be translated into a pipeline of investment opportunities and implemented at scale.
