Pre-COP31 — Country-Led Action: 10 Years of Progress
As part of its engagement at Pre-COP31, the NDC Partnership Support Unit is organizing an official side event, "Ten Years of Country-Led Climate Action: Pacific Lessons for the Next Decade."
This session brings together ministers from Pacific member countries and other Small Island Developing States (SIDS) to reflect on how countries catalyze and scale climate action, and what it will take to accelerate progress in the years ahead. Ministers will consider the innovations needed to build an even stronger, more adaptive support landscape informed by the lessons, evidence and insights generated across the NDC Partnership. Across the Pacific and other SIDS, dependence on imported fuel, exposure to disasters and to loss and damage, and economies built on climate-sensitive sectors (agriculture, fisheries, tourism) sit alongside small public administrations that manage many partners and reporting obligations, and continued difficulty in accessing climate finance. Voices across the Pacific are informing solutions that must be delivered with speed, at scale.
Through this event, members will show that robust institutional capacities and broad stakeholder engagement are foundational to accelerating country-led climate action and to directing investment toward national priorities. Members will speak to socio-economic and institutional trends in the region, and to pressure points such as energy security and climate vulnerability. In an increasingly complex global context, the discussion will explore how to advance country priorities and enable long-term planning.
Looking ahead, the NDC Partnership 2026–2030 Work Program sets three impact pathways: accelerated implementation of ambitious mitigation and adaptation actions, increased access to and impact of finance and, as countries make progress, enhanced ambition. It commits partners to coordinated support that recognizes the distinct needs of SIDS and, from 2028, to a dedicated support window for countries preparing new NDCs for submission in 2030. The session will ask what this next phase must deliver for Pacific countries and other SIDS and how the NDC Partnership can contribute to advancing their priorities.
The event will mark ten years of collective action, drawing on country insights to shape a forward-looking vision for the next decade of climate and development.
