Panama presents the Pacto de Panamá con la Naturaleza (Nature Pledge) — a single, government-approved framework that integrates: (i) NDC 3.0 (mitigation & adaptation), (ii) the updated National Biodiversity Strategy, and (iii) the updated Land Degradation Neutrality strategy, while also incorporating oceans and plastics under one operational vision. The pledge aligns national planning with the Paris Agreement, the Kunming–Montreal Global Biodiversity Framework, and the UNCCD, creating one coherent pathway for 2025–2035.

Under NDC 3.0, Panama maintains a carbon-neutral pathway to 2035, targeting an 11% economy-wide reduction vs. BAU by 2035 (excluding LULUCF) and restoring 100,000 ha of ecosystems (including 2,500 ha of mangroves) between 2026–2035 — with potential to reach 17% given adequate support. The session will highlight Article 6 cooperation (national market aligned to 6.2/6.4 and non-market collaboration under 6.8), and how the pledge translates ambition into bankable pipelines, transparent MRV, and inclusive implementation (gender equality, just transition, and a human-rights-based approach). We will close with a call for partners (countries, MDBs, funds, private sector, and civil society) to co-implement in 2025–2035.
