COP30: Building Climate Finance Capacity Across Government, Private Sector, and Coordination Systems
This session will focus on strengthening technical and strategic capacities in developing countries to design and implement bankable climate projects that support the delivery of NDCs and NAPs. It will feature insights into public-private partnerships, innovative financing instruments, and targeted capacity-building initiatives. Drawing from national success stories identified during the NDC clinics, the session will highlight practical approaches and replicable activities that enhance stakeholder engagement and investment readiness.
Background
Developing countries continue to face persistent challenges in accessing and effectively utilizing climate finance to implement their Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs). These challenges often stem from limited institutional capacity, fragmented coordination mechanisms, and insufficient engagement across key stakeholder groups.
In response, the Paris Committee on Capacity-building (PCCB) selected “Capacity-building for holistic investment strategies, bankable projects, and stakeholder engagement to strengthen the implementation of NDCs and NAPs in developing countries” as its 2025 focus area.
This event will explore replicable activities and approaches that enhance the capacity of developing countries to prepare and implement NDCs and NAPs. It will facilitate the exchange of knowledge and good practices, in line with decision 1/CMA.5, paragraph 117, and highlight national success stories from the perspectives of implementing partners and Parties.
By showcasing practical experiences and lessons learned, the session aims to foster peer learning and inspire scalable solutions that support climate action and resilience in developing countries.
