Countries are developing NDCs through nationally led, inclusive processes with high-level political backing, transforming NDCs into strategic tools for climate action that drives development.
This generation of NDCs puts countries in a stronger position to meet their targets. With improved modeling, inclusive processes and realistic targets, countries are strengthening national ownership and instilling confidence among investors and funders that they can deliver on their commitments.
The NDC Partnership has been at the forefront of global efforts to support countries in preparing robust NDCs 3.0 — closing support gaps and optimizing resources for greater impact at scale.
How the NDC Partnership Empowered Countries to Deliver Stronger NDCs in 2025
The NDC Partnership has supported more than half of all developing countries intending to submit an NDC 3.0 — ensuring technical assistance reaches those who need it most.
The NDC Partnership has mobilized first responders and development partners to ensure no country is left behind in the NDC 3.0 process, building on ongoing support for implementation.
Through the NDC 3.0 revision process, the NDC Partnership has:
- Matched country needs with partner resources and filled support gaps.
- Tracked real-time intelligence on partner activities.
- Shared best practices and lessons from across its global network.
- Convened countries and partners to strengthen collaboration.
Since 2022, the NDC Partnership has supported 101 countries in preparing their NDCs 3.0 — including 84 through the Global Call for NDCs 3.0 & LT-LEDS and the rest through embedded expertise, the NDC 3.0 Navigator and the Partnership Action Fund (PAF) to fill support gaps.

The NDC Partnership has supported NDC 3.0s through several complementary efforts: the NDC 3.0 Navigator, Global Call for NDCs 3.0 & LT-LEDS and in-country facilitators — while filling support gaps through PAF.
