Wenceslao Carrera Doral

Wenceslao Carrera Doral is the in-country facilitator for Cuba, attached to the Ministry of Science, Technology and Environment. Carrera Doral has more than 40 years of experience in the public sector, including 15 years focused on climate change program management and international cooperation. His expertise includes the technical coordination of national reports to the UNFCCC, such as the first BUR and BTR, as well as the development and updating of Cuba's NDCs. Previously, he managed the implementation and financing of various national technical initiatives. He holds a degree in Nuclear Physics Engineering, a PhD in research reactor physics from the Moscow Energy Institute and master's degrees in Nuclear Power Plants and Business Management.
