Shervin R. Pascual

In-Country Facilitator - Philippines

Shervin R. Pascual is the NDC Partnership Assistant In-country Facilitator for the Philippines. A licensed Forester, he holds a Bachelor’s degree from the University of the Philippines Los Baños. He brings extensive technical experience in research, project management, and monitoring and evaluation. Prior to his current role, he served as a researcher at the Ecosystems Research and Development Bureau (ERDB) of the Department of Environment and Natural Resources (DENR), where he also served as editor of the second edition of the Vulnerability Assessment Manual, published by the department.

In his current position, he supports the Climate Change Commission (CCC) and serves as the primary support to the In-country Facilitator in strengthening coordination among national agencies, development partners, and the NDC Partnership Support Unit. With a strong focus on communication, stakeholder engagement, and reporting, he helps maintain up-to-date databases, supports mission logistics, and facilitates multi-stakeholder dialogues. He provides technical, operational, and research assistance to ensure the effective implementation and monitoring of the NDC Partnership Plan and the overall country engagement process.
