Jenny is the Program Manager for the Partnership Action Fund (PAF) and is based in Bonn, Germany. She oversees PAF operations and manages the implementation of both the PAF Recruitment (Window 1) and Grant (Window 2) mechanisms, ensuring developing countries receive the technical and financial resources needed to fast-track their Nationally Determined Contributions (NDCs), bridging gaps in support. She works closely with institutional hosts United Nations Office of Project Services (UNOPS) and World Resources Institute (WRI) as well as other stakeholders, to ensure smooth and harmonized implementation of PAF activities. Jenny's experience in project management, grant oversight and environmental policy is instrumental in engaging stakeholders and mitigating potential risks.

Before joining the NDC Partnership, Jenny worked for the Global Green Growth Institute (GGGI), focusing on green growth strategies in Latin America and the Caribbean. She has built a 12-year career working with governments, international organizations, private sector, nongovernmental organizations (NGOs) and Indigenous communities to design and implement environmental policies and biodiversity conservation projects.

Jenny holds a bachelor’s degree in biology from the National University of Colombia and a Master of philosophy in conservation leadership from the University of Cambridge.
