Using the framework of the National Adaptation Plans (NAP) process, this brief provides an overview of the key issues to consider and main entry points for gender mainstreaming in the development of NAPs for the agriculture sectors. By ensuring that gender is mainstreamed at key entry points throughout all four elements of the NAP process, the gender differentiated needs and priorities of vulnerable groups become clear and are more likely to be addressed. In addition, the persistent gender inequalities that currently hold back the agriculture sectors from achieving their full potential can be largely reduced and efforts are more likely to achieve success if a gender-responsive approach to adaptation planning is adopted. Included within this brief is a review of the international policy context for mainstreaming gender within NAPs, such as the United Nations Framework Convention on Climate Change (UNFCCC) Technical Guidelines on NAPs and Gender Action Plan, Sustainable Development Goals, and Nationally Determined Contributions (NDCs). The 4 entry points discussed are the foundation for integrating the agriculture sectors such as policy and institutional frameworks, development of the NAP framework (impact, vulnerability and adaptation assessments, selecting and prioritizing adaptation options, etc.), development of implementation strategies, and monitoring and review systems.
