The toolkit provides suggestions and guidance on integrating gender issues into National Communications (NCs), recognizing that the reporting processes can be a meaningful entry point for training, awareness-raising and capacity-building efforts to ensure women’s equal engagement in and benefit from climate change action. This toolkit can also support Biennial Update Reports and planning documents, such as National Adaptation Plans (NAPs), and inform the development and/or implementation of Intended Nationally Determined Contributions (INDCs), national and sectoral Gender and Climate Change Plans, and the strategic plans of individual government agencies. The toolkit presents rationales for gender-responsive NCs through presenting benefits such as increased transparency, improved planning, enhanced effectiveness in implementation, and better results across sectors. Some of the approaches relevant to integrating gender into the framework of NC reporting discussed included are building commitment, gender-responsive budgeting, building technical capacity for gender analysis and integration into the NC framework, and identification of gender indicators for monitoring and evaluation.
