This report serves as a framework that supports policymakers in developing-countries to cost-effectively promote private sector investment in renewable energy. The report begins by systematically identifying the barriers and associated risks that can limit private sector investment. The report then details how to implement packages of targeted public interventions that will assist policymakers in overcoming the risks and barriers previously discussed. Through case studies, this report demonstrates how targeted derisking measures can result in significant reductions in tariffs, and daily energy spend, for end-users. In addition to case studies, this report includes publicly-available methodologies and financial models and tools.
