Grenada In-Country Facilitator

Dr. Spencer Thomas is the NDC Partnership In-Country Facilitator for Grenada. He holds a doctorate in Energy Economics from Howard University, master’s and bachelor’s degrees in Economics from Iowa State University and Howard University respectively, and a post-doctoral master’s degree in Telecommunications Regulation and Policy from the University of the West Indies. He previously served as a Financial Secretary and Economic Policy Adviser in the Ministry of Finance of Grenada. As an In-Country Facilitator, he will provide support to the Government of Grenada in the implementation and enhancement of the NDC and will assist with the advancement of the NDC Partnership Plan and NDC Partnership engagement in Grenada.
