Climate finance discussions have traditionally focused on the volume of resources available for Emerging Markets and Developing Economies. Yet a growing body of country experience and evidence suggests that one of the most significant constraints to implementation lies elsewhere: the challenge of translating country climate priorities into investable projects and pipelines at the scale and speed required.

Recent analyses including the Green Climate Fund (GCF) PPF landscape and partnership analysis, and Project Preparation 2.0: From Bottlenecks to Breaking Ground developed by the NDC Partnership Support Unit, the Center for Access to Climate Finance hosted by the NDC Partnership Support Unit and Rocky Mountain Institute (RMI), highlight project preparation as a critical bottleneck in the climate finance system and point to stronger in-country capacity to develop investment-ready and bankable projects, more efficient and coordinated project preparation support, improved transitions from preparation to financing and more effective pathways for scaling investment.

Looking ahead, the focus must shift from identifying barriers to building the partnerships, institutions, in-country capacity and pipelines needed to deliver investment at scale, including in increasingly vulnerable regions such as Landlocked Developing Countries. Bringing together a diverse set of actors operating across the project preparation ecosystem, this panel event, co-organized by the Republic of Kazakhstan, the Center for Access to Climate Finance hosted by the NDC Partnership Support Unit, the GCF and the NDC Partnership Support Unit will explore how actors can work more effectively together to support country-led climate investment and what opportunities exist for future collaboration and collective action.
