The goal of this publication is to provide the necessary tools for analysts and policy makers to prioritise the development of energy efficiency indicators, and build meaningful indicators to support policy development and implementation. This publication is complementary to the Energy Efficiency Indicators: Fundamentals in Statistics (International Energy Agency [IEA], 2014), which provides guidance to developing a data collection programme to support the development of energy efficiency indicators. This manual dedicates individual chapters to each of the end-use sectors, namely residential, services, industry, and passenger and freight transport.
