The Global Climate Change Alliance+ (GCCA+) is a flagship initiative from the European Union to help the worlds most vulnerable countries address climate change. The GCCA+ initiative contributes towards achieving the overall target of at least 20 % of the EU budget spent on climate action by 2020. With a focus on Least Developed Countries (LDCs) and Small Island Developing States (SIDS), the GCCA+ aims to help countries in their endeavors to adapt to and mitigate climate change by focusing on three priority areas:

  • Climate change mainstreaming and poverty reduction
  • Increasing resilience to climate-related stresses and shocks
  • Sector-based climate change adaptation and mitigation strategies
GCCA+ support to address the challenges of poverty and climate change is based on two mutually reinforcing pillars:The GCCA+ initiative aims at funding multi-year programmes with an average contribution of EUR 5 million per project (as of end 2017) that support climate change adaptation and mitigation and thus the transition to climate-resilient, low-carbon societies.

The GCCA+ Results Framework aims at providing information needed to guide decision making and resources management, and to keep track of quantifiable results pursued through a GCCA+ project in partner countries and regions.

The GCCA+ Result Framework facilitates:
  • Measuring GCCA+ contribution to DEVCO actions, in relation to the Sustainable Development Goals (SDGs) of interest to the GCCA+ flagship initiative's mandate under the thematic programme on Global Public Goods and Challenges (GPGC), and to the EU commitment to use at least 20% of its budget for 2014-2020 on climate change-related action;
  • Providing an overview of GCCA+ achievements, quantitatively and qualitatively, at country level and across GCCA+ targeted countries;
  • Collecting and providing selected information on the overall performance of the EU GCCA+ flagship initiative.

This will be achieved by collecting data related to set indicators notably related to the European Union Result Framework and the SDGs, but also projects’ results, and to the other main outputs of the GCCA+ related to policy dialogue, experience sharing, knowledge management and communication.

In order to provide an overview of key GCCA+ achievements, the selected indicators need to be aligned to the GCCA+ priority areas and identified key sectors, and fit for meaningful aggregation
across projects. To this purpose, GCCA+ projects and EU Delegations staff will therefore be invited to:
  • Identify selected standard indicators, during project identification and formulation, to be included in the Action Document's logical framework. Of particular importance are the indicators dedicated to climate change at SDG level (SDG 13), potentially at national and sector level, EURF level 2 indicators, and GCCA+ outcome indicators for adaptation and mitigation.
  • During implementation, provide regular information on their activities and results, at least once per year under the coordination of the GCCA+ Support Facility and DEVCO C6.

The GCCA+ Result Framework is a living document which can be regularly reviewed, following updates of its own references such as the EURF or SDG indicator systems.

Organizational and Decision Making Structure

The EC Directorate General for International Cooperation and Development (DG DEVCO) Directorate C Thematic Unit will be responsible for the overall management of GCCA+ and will chair the Coordination Committee, which will also include representatives from related thematic (energy, food security, Intra-ACP), and relevant line DGs (ENV, CLIMA) and geographical units, as well as the European External Action Service (EEAS).

The Coordination Committee will meet regularly. As well as routine management and monitoring of GCCA+ programmes, the committee will look at ways of making the programme more effective, including increased Member State involvement in overall programming and monitoring. The Committee will also ensure coordination and coherence with Member States climate programmes and with EU funded national and regional cooperation programmes.

Eligibility Criteria

Expressions of interest for EU GCCA+ funding must meet certain eligibility criteria, which are taken into account during the EuropeAid screening of proposals submitted by EU Delegations, such as, among others:

  • The quality of the request made and endorsements by the relevant country authorities and/or the EU Delegation for a GCCA+ funded action;
  • The status of the dialogue on climate change between the country and the EU (e.g. quality of related actions, joint declarations);
  • Political factors such as strategic and/or enforced cooperation with certain countries;
  • The role the country plays in the UNFCCC negotiations and commitment to its processes, and efforts in the implementation of related commitments.

The next step is to allocate EU funding by prioritising needs, and establish a potential maximum allocation per country – giving priority to those countries most vulnerable to the adverse effects of climate change – using the GCCA+ index and other criteria.

Eligible countries

The fund targets mainly Least Developed Countries (LDCs) and Small Island Developing States (SIDS) that are recipients of aid in line with the official OECD Development Assistance Committee List of Official Development Assistance Recipients and the United Nations list of SIDS.

Understand steps to access
The EU GCCA+ initiative funds multi-year programmes with an average contribution of EUR 5 million per project (as of end 2017). Funding is in line with an annual programming process that starts with national priorities for climate action identified by the EU Delegations with local development agents and partners in the countries.

Expressions of interest should be submitted as concept notes before August every year. These will be reviewed and ranked in line with the initiative's selection criteria and the GCCA+ index, a climate resilient development index developed by JRC in line with the Sustainable Development Goals (SDGs). DG-DEVCO / EuropeAid’s will screen the proposed actions to decide if they can move towards the design phase, before a final European Commission financing decision and commitment.

The GCCA+ aims at building a stronger alliance between the EU, its Member States and those developing countries that are most vulnerable to climate change. It involves a wide range of actors for change across the world.

Prepare and Expression of Interest
In order to receive GCCA+ funding, an expression of interested must be submitted in the form of a 3 page concept note to DEVCO. All submissions should be accompanied by the GCCA+ initiative checklist of eligibility.

Develop strong projects
The GCCA+ Support Facility can provide ad-hoc assistance to EU Delegations and development partners implementing GCCA+ projects in partner countries at different phases of project development and implementation, including by delivering technical assistance that is flexible and tailored to beneficiary needs.
