Africa Biogas Partnership Programme - ABPP
Hivos and SNV
ABPP is a public-private partnership between the DGIS, Hivos and SNV that supports national biogas programmes in five African countries (Burkina Faso, Ethiopia, Kenya, Tanzania and Uganda). It aims is to stimulate the emergence and support the development of market-oriented biogas sectors in each of these five countries. The objective of ABPP is to facilitate the construction of 100,000 biogas digesters by March 2019.
The program is ongoing from January 2014 to March 2019.
In each country, we partner with a National Implementing Agency (NIA) which established a Programme Unit (PU). The PU implements the biogas programme based on approve annual operational plans extracted from a Programme Implementing Document.
Each of the national programmes in the five countries, although daily managed by the NIA through the Programme Coordinator, is strategically guided by a Steering Committee chaired in all the countries by the Ministry of Energy (except in Burkina Faso where the programme is chaired by the Ministry of Animal resources)
Each national programme reports yearly and half yearly on its progress and numerical achievements. ABPP has set up an external Client Service Center (CSC) to monitor client satisfaction and is thus able to measure the accountability of the emerging biogas construction companies to clients.
Except Kenya and Uganda, host Governments contribute in the form of investment discount to end users.
ABPP started in 2009 and is actually in its second phase (January 2014 to March 2019).
