AFD Facility to Support NDC Implementation

AFD plans to support developing countries in concretely implementing their NDC in order to make the Paris Agreement operational, to meet the needs mentioned in the INDC and to foster the urgent upscaling of climate investments in the short term. The 30M€ AFD NDC Facility will support around 15 vulnerable countries (LDCs, Africa and SIDS).
The Facility will pursue three main objectives:
1 - Help countries to reinforce or put in place a governance for an effective NDC implementation by conducting capacity building activities;
2 - Translate NDC into sectoral public policies and action plans;
3 - Support countries to develop the feasibility of concrete and structural climate programmes that could be further financed by AFD, other donors and climate finance instruments such as the Green Climate Fund (GCF).
€30m. (EUR 15 million in 2016, EUR 15 million in 2017).

The projects will be financed by AFD, other donors and climate finance instruments such as the Green Climate Fund.
There will be a Global Steering Committee in Paris with representatives of French ministries, AFD, Expertise France, NGO and climate experts.
In each partner country, there will be a Local Steering Committee with representatives of national authorities (different ministries), NGO, other donors, the local AFD agency and the experts recruited within the NDC Facility.
There will be annual progress updates and a global assessment at the end of support provided.
