COP31: From Target to Delivery — How Countries of Asia and Eastern Europe Are Turning NDCs 3.0 into National Implementation Plans
By 2026, countries in Asia and Eastern Europe have submitted updated Nationally Determined Contributions (NDCs) with more ambitious targets and a longer planning horizon. The central question has shifted from setting targets to delivering them: who is accountable for a specific measure, from which source it is financed, against which indicator the agency reports annually and what happens when a sector falls off track. The gap between stated financing needs and actual inflows persists in most countries and is rarely discussed in public.
The event is a moderated panel discussion centering on practical mechanisms including, for example, selection of observable indicators, the sources covering the cost of implementation measures, the use of Article 6 mechanisms without prejudice to national targets and barriers to delivering measures that are economically viable.
