Across Southeast Asia, governments must meet growing electricity demand while maintaining affordability, reliability and competitiveness and advancing their climate commitments. Private investment has an important role, but capital availability alone is not the answer. Investment requires credible market rules and revenue arrangements, grid capacity, clear procurement timelines, bankable contracts and financing pathways for different sources of capital suited for different types and stages of assets.

The Southeast Asia Peer Network on Energy Transition Market Development is a time-bound, country-led initiative convened by Australia’s Department of Climate Change, Energy, the Environment and Water, the Investor Group on Climate Change, the Asia Investor Group on Climate Change and the NDC Partnership. Its approach combines country-led market development, regional peer learning, structured two-way investor engagement and connections to existing partner programs and financing pathways. The network addresses common market access, revenue and investing barriers for a program or sector, rather than financing individual projects.

This session brings together complementary perspectives. Governments can define priority barriers and institutional responsibilities, investors can clarify capital-allocation requirements, partners and experts can contribute implementation and financing experience and philanthropic organizations may support technical skills or early project preparation where their mandates permit.
