COP31: Inclusive Stakeholder Engagement Unlocked — Insights and Collaboration from the NDC Partnership
Comparing the latest Nationally Determined Contributions (NDCs) submissions with previous submissions, countries have strengthened their NDCs in several key areas. Across the 54 developing country NDCs analyzed, all show improvement in at least one of the three areas assessed — process, quality or ambition — and many across all three. Process improvements, ranging from inclusive stakeholder engagement to mainstreaming just transition targets, were the strongest (89% of analyzed countries). NDC development processes were increasingly attentive to equity and participation, incorporating the needs of vulnerable groups and communities at risk (98%), gender responsiveness (89%), gender targets (85%), just transition (84%), youth engagement (65%) and Indigenous Peoples (50%). In many countries, this whole-of-society engagement process has allowed the people most affected by climate change to have ownership of the NDC measures. However, while inclusiveness was considerably strengthened in the latest round of NDCs, there is still significant progress to be made.
Through a rapid-fire question and answer panel, this event will bring together NDC Partnership members and other leading experts to share lessons learned, showcase country-led progress and identify opportunities for deeper collaboration.
