COP31: Improving Access to Climate Finance — NDC Implementation in Fragile and Conflict-Affected Settings
Iraq’s updated Nationally Determined Contribution (NDC) links climate implementation with investment, finance, technology and stronger institutional capacities. This country-led event will explore how fragile and conflict-affected countries can improve access to climate finance and translate national climate priorities into concrete investments and implementation. Bringing together Iraq, regional government representatives and development partners, the discussion will examine common barriers to accessing and effectively utilizing climate finance while recognizing the different circumstances and needs of participating countries.
Drawing on Iraq’s experience with climate finance for water resilience and agricultural livelihoods, the discussion will explore practical approaches to strengthening climate investment planning, project preparation, institutional coordination and access to financing instruments. Particular attention will be given to grant and concessional finance for adaptation, risk-sharing mechanisms where appropriate and the role of international partners in supporting country-led implementation that responds to the needs of vulnerable communities.
